It is when Volkner started to lose interest in battles and turned on building solar panels across town and it is when he just started giving badges without a battle. When they split up, Volkner became a Gym Leader and Flint a member of Elite Four. While they chased him away, they got hurt pretty badly, but did not lose their confidence and became friends.
While they became rivals, one day they encountered a poacher. Volkner was first referred to by Tower Tycoon Palmer, saying that, after seeing his battling skills, Ash would be able to give Volkner "a shock." The solar panels are made into a walkway, where the player needs to walk on it in order to reach the Gym. The city's roads and streets are made of solar panels, because the city uses too much electricity and would have had very little land to walk on.
